this has always bothered me. there are 10,000 peoplemeters in the whole country, being responsible for every single show on tv's ratings the following morning. is this a statistically valid sample size?

Not only is the sample size just unacceptably small, but do you think that every one of those 10,000 homes that do have a Nielsen box keep a real accurate record of what they're watching? Or are they just lazy and doing a half-ass job because they like getting paid to have the box?
The system is flawed, no doubt.
